Current Status

A public hearing has been set for May 20 at 6:45 pm via Zoom on the Salisbury Housing Trust’s special permit application to build two single-family homes on the Town-owned Grove Street School Property.

Next Steps

When P&Z approves a site plan, the Housing Trust will ask the Selectmen to set a Town Meeting date to vote on transferring the property to the Housing Trust.

Once the Housing Trust has ownership of the property, they can move forward with securing funding for construction.

History

The site was the location of the Grove Street School. The Town acquired the parcel when property taxes were not paid.

A decade or so ago, the Housing Trust proposed constructing single-family homes on the property. There was not support in the Town at that time for the project.

The first version of the Town’s Affordable Housing Plan, adopted in 2018, listed this property as a good location for affordable housing. It was also included in the current version of the Affordable Housing Plan, adopted by the Selectmen in 2023.

In January 2024, the Selectmen voted to refer the Housing Trust’s proposal to construct two single-family homes on the Grove Street Lot to the Planning & Zoning Commission for an 8-24 review. P&Z ruled that constructing two single-family homes and leaving part of the parcel as open space was in line with the Town’s Plan of Conservation and Development.
